Policy & Resources has submitted a planning application to demolish several empty buildings on the Bridge frontage at Leale's Yard to create a new vehicle entrance to the site.

The proposed entrance would be used during the demolition and construction phases of the development, which has been designated as one of the States' super priorities for this political term.

Currently, vehicles access the site via Bridge Avenue, requiring them to drive through the parking area in front of shops on the Bridge. The new entrance would allow traffic, including large vehicles, to avoid these pedestrianised areas by accessing the site via a new arm off the existing mini-roundabout.

An informal pedestrian crossing has been proposed across the new entrance. The current bus shelter will be relocated to the end of New Road near the junction with South Quay, with an additional bus stop proposed north of the roundabout on Vale Avenue.

Planning permission is already in place for demolition of most buildings on the site. If approved, the latest application would allow the Bridge frontage buildings to be demolished simultaneously with the others, delivering better value for money.

While the proposed entrance is intended for the demolition and enabling works phases, further traffic studies would be required if it were to become a permanent feature.

The Committee has already tendered for demolition and master planning work, with both expected to commence later this year. An initial survey of bats and birds has been undertaken, with further surveys planned to ensure demolition is carried out in an environmentally considerate way.

Given the condition of the buildings, improved fencing and construction hoarding has been installed to secure the site and protect people from risk of injury.

Deputy Lindsay de Sausmarez, President of the Policy & Resources Committee, said: "The first step in developing Leale's Yard is to prepare and clear the site. That requires planning permission, ecological surveys, and contamination assessments before careful demolition, so there is a significant amount of technical work that needs to happen before anything visible can take place - and that work is already underway."

She added: "We're also working to create a master plan which is essentially about setting out a clear, sensible plan for how Leale's Yard and nearby sites, Saltpans and Parc Le Lacheur can be developed cohesively. It ensures everything fits together properly and works well for the wider area and the community as a whole."
