A tattoo parlour in St Peter Port is to be converted into a bakery after planning authorities approved the change of use application.

Julie Hodge received permission on 6 August 2026 to transform the ground floor premises in Mansell Street, from its current use as a tattoo parlour into a convenience retail outlet.

The bakery, trading as Made by Fairies Bakery, can sell baked goods cooked on-site and operate between 8am and 6pm Monday to Saturday, with baking commencing no earlier than 6am. There will be no hot food available for consumption on the premises, distinguishing it from a café use classification.

The public areas will serve two primary functions: the sale and collection of baked goods produced on-site, and consultations with occasional customers to discuss specific baking requirements for events such as weddings, parties, and corporate functions.

The site is located within a Main Centre Inner Area and Conservation Area as defined in Guernsey's Island Development Plan, though it falls outside designated Retail Core or Regeneration Areas. The building to the rear of the site is recognised as a Protected Building.

Planning officers imposed a specific condition to protect neighbouring residents from noise disturbance.

The approved plans show a standard mechanical extract vent to be installed on the north elevation of the building, which will not be visible from public areas. The planning decision includes an informative note advising that any external plant equipment required as part of the business would likely require a separate planning permission.

Environmental Protection and Food Safety officers provided consultation comments highlighting regulatory requirements. They noted that under food safety law, there must be two doors between toilet facilities and any food handling or storage areas.

The consultation response stated: "While the plan shows 'an office' next to the W.C., there is also a sink and chiller units and work top in this room. The applicant will need to install another door between these two spaces if they wish to use the 'office' as a food storage/handling space."

This advice has been included as an informative in the decision notice, though it relates to separate food safety regulations rather than planning law.

Planning officers assessed the application against several policies within the Island Development Plan, concluding it complied with all relevant criteria.

Under Policy MC6 (Retail in Main Centres), the officer's report stated: "In light of Policy MC6, the change of use from a tattoo parlour (Sui Generis use) to a bakery (Retail Use Class 9, Convenience Retail) would be an appropriate retail use within the Main Centres which will contribute positively to its vitality and viability."

The policy specifically supports new convenience and comparison retail provision within Main Centres, along with proposals to extend, alter or redevelop existing retail premises.

Consideration was given to the site's location within a Conservation Area and proximity to a Protected Building. Under Section 38 of The Land Planning and Development (Guernsey) Law, 2005, planning authorities must pay special attention to the desirability of preserving and enhancing the character and appearance of Conservation Areas.

The officer's report concluded: "Taking into account the type of development proposed, the application is not considered to have a negative effect on the setting of the adjacent protected building and any such impact would be outweighed by the social and economic benefits of the development."

Policy GP4 (Conservation Areas) requires that development within such areas conserves and, where possible, enhances the special character, architectural or historic interest and appearance of the particular Conservation Area. The proposal was deemed to meet these requirements.

Regarding the Protected Building to the north, Policy GP5 was applied, which supports proposals to extend or alter buildings where development does not adversely affect the special interest of protected buildings or their settings. The assessment found the proposal accorded with both Policies GP5 and GP8 regarding impact on protected building settings.

The current approval follows a withdrawn application earlier in 2026 which sought to change the use to a cake shop/café under Use Class 11\. The key distinction in the successful application is that the bakery will not provide facilities for customers to consume food on the premises, placing it firmly within the convenience retail classification rather than the café category.

Planning records show the premises has undergone several transformations. In 2021 it was granted permission to change from café to tattoo parlour, and in 2018 it was granted permission to change from convenience retail to café.
