States announces £5m partnership to enhance online services

- The States has engaged EPAM to implement ServiceNow for online service delivery.
- The initiative aims to increase government services available online over time.
- A budget of approximately £5 million has been allocated for the digital platform.
- The project is part of the States’ Digital Strategy to improve public service efficiency.
- EPAM will also establish a physical presence on the island to support local employment.
The States has announced a strategic partnership with EPAM, a global digital transformation services and product engineering company, to implement ServiceNow, an AI platform specialising in business transformation.
This collaboration aims to enhance and expand the availability of online services for residents over an extended period.
The long-term goal is for islanders to easily transact with public services digitally, moving beyond the existing portals for online payments and tax returns.
The idea is that various services will be available with single sign on; for example revenue services, driving license applications or population management.
Billing and payments will be improved and there will be a secure messaging function.
Both EPAM and ServiceNow were chosen following a competitive tender process.
EPAM has also received a contract to implement the ServiceNow solution along with providing application support services for the Revenue Service, a responsibility previously managed by Agilisys.
The combined budget for the delivery of the new digital platform, along with the IT solution for the Revenue Service, is approximately £5 million.
Gé Drossaert, Chief Digital and Information Officer, said: “We’re very pleased to welcome this exciting new agreement to deliver the digital capabilities the island needs. We have secured first-class providers in EPAM and ServiceNow.”
He added that, “This will be a long term project, as we will be starting with getting the digital foundation in place that gives us the capabilities we need to develop a roadmap to increasing over time the number of digital services we offer to the community.”
Balazs Fejes, President of Global Business & Chief Revenue Officer at EPAM, said: “This is a significant milestone for EPAM, as it highlights our continued growth in the region. We are excited to partner with the States of Guernsey to help define the future of digital government services.”
Damian Stirrett, Group Vice President and General Manager, UK & Ireland at ServiceNow, said: “This partnership exemplifies how technology can be a powerful enabler of public sector transformation, bringing more digital and consumer-like experiences to citizens.”
