Planning permission granted for 65 flats and four houses at former CI Tyres site

- Guernsey Housing Association given permission for a mixed residential project.

The Guernsey Housing Association has received planning permission to develop a residential project in La Charroterie comprising a six-storey and three-storey building, which will contain 65 affordable flats and 4 affordable dwellinghouses.
Construction at the former CI Tyres site is expected to begin early next year, with completion anticipated by the end of 2027.
GHA purchased the site for £1.7m in 2022 with the support of a States capital grant.

‘We’re grateful for the quick turnaround, which was possible due the submission of a very detailed planning application and also helped by the site’s prior planning approval following an Open Planning Meeting, which set some key principles for us to follow from the outset.
‘The next stage will be to review the planning conditions carefully and progress the construction tender. This will support us in preparing the final development proposal for consideration by GHA’s Board, and then the States of Guernsey. Once we have this approval, construction can commence.’
The approved scheme, which was only submitted in May, includes 60 one-bedroom and nine two-bedroom homes, designed to address the need for smaller, affordable housing options as set by the States Strategic Housing Indicator.

The homes will be in two six-storey apartment buildings and some courtyard houses, arranged around a central shared space.
The site has seen several schemes to build apartments approved since 2014.
The latest of those was by the GHA in 2023 which consisted of a six storey and ten storey building containing 57 flats.
This proposal by the GHA has limited on-street parking in front of the site, including provision for car-sharing and EV charging. There will be 10 short-stay and 80 long-stay bicycle spaces, the latter provided in a secure, covered cycle store.
Planning permission was awarded on 30 June.
The project is subject to a range of conditions aimed at ensuring that the development aligns with established regulatory frameworks. These conditions require that all construction adheres strictly to approved plans and specifications, with any deviations subject to further approval from the relevant authority.
The development must begin within three years.
The comprehensive Conditions List specifies requirements, including the submission of a Construction Environmental Management Plan, a landscaping scheme, and ecological oversight to preserve local biodiversity.
Community engagement is emphasised, with required strategies for resident liaison during construction to mitigate disturbances such as noise, dust, and site disruptions. Additionally, details regarding traffic management and construction hours must be included in the approved plans for the development.
Ecologically, the proposal must include provisions for bird and bat boxes and comply with the Guernsey Strategy for Nature. Furthermore, any discovered land contamination must be addressed promptly to safeguard public health.
Architectural details including appearance of materials, doors and windows, and external lighting must be submitted for approval prior to construction. The development will also include privacy measures to protect the amenity of nearby residents.
The GHA is not part of the States but is sponsored by Employment and Social Security, as part of the States Corporate Housing Programme. The organisations work together to provide new additional social housing.
