How palliative and end-of-life care is delivered and paid for under review by new partnership group

Health & Social Care and Les Bourgs Hospice have jointly announced the formation of a Palliative and End-of-Life Care Partnership Group, aimed at developing a cohesive strategy for care across Guernsey.
The Partnership Group will focus on designing a comprehensive five-year strategy that encompasses various aspects of palliative and end-of-life care throughout the Bailiwick.
The group's primary objective is to ensure that every individual receives appropriate support in a compassionate, coordinated, and timely manner.
This initiative will include a thorough review of existing service delivery models and financial assessments, ensuring consistent alignment with broader health sustainability efforts.
Deputy George Oswald, President of Health & Social Care, said: “This is a positive step forward for the Bailiwick. The formation of the Partnership Group reflects our commitment to improving outcomes for islanders at one of the most sensitive and significant times in their lives.”
He emphasised the importance of collaborative work across different sectors to ensure all individuals are afforded the right care with dignity and compassion.
In parallel, Deputy Steve Falla, Charity Sector Lead for the Policy & Resources Committee, stated, “Palliative and end-of-life care touches every family at some point.
"By taking a strategic, collaborative approach, we can ensure that services are not only compassionate but also consistent and accessible across the island.”
Rob Jones, CEO of Les Bourgs Hospice, said: “We are focused on working together to create a sustainable, island-wide strategy for palliative and end-of-life care in Guernsey.
"This is a significant and positive moment for the Bailiwick.”
Membership in the Partnership Group consists of representatives from governmental bodies, charitable organisations, and private service providers.
The anticipated completion date for the final strategy is September 2026. Joint chairs Elaine Burgess, Director of Care Delivery, and Stephen Roberts, Director of Commissioning, will lead the group, supported by a diverse array of stakeholders.
