- Aims to improve planning and coordination between government and construction industry
Housing has launched a new framework to provide clearer information about how housing sites are progressing through the planning and development process across Guernsey.
The Housing Site Availability Framework, developed in partnership with the Guernsey Building Trades Employers Association Government Liaison Subcommittee, collates information on housing sites across the island into a single document, drawing on data from the planning process and other publicly available sources.
The framework addresses longstanding concerns raised by industry partners about the lack of clear, consistent information needed for businesses to plan ahead, schedule projects and undertake workforce planning. This feedback was initially highlighted by the Guernsey Construction Forum prior to its amalgamation with the GBTEA.
Historically, information on housing land supply and development progress has been reported in different ways and at different stages, rather than through a single, consolidated framework. The new system addresses this by operating as a live resource that will be updated at least twice annually and continue to be refined through ongoing engagement with industry.

The framework brings together information on all sites that have already been allocated for housing or are at various stages of the development process. For each site, it provides an indicative breakdown of the number of homes by size and tenure, including both affordable and private market housing. It also details the site's current development stage, based on information available through the planning process, including whether planning permission has been granted and whether construction has commenced.
Housing Committee President Deputy Steve Williams, said: "Until now, there has not been a single, joined-up picture of housing delivery across the island, which has made planning and coordination harder for both industry and Government. The Housing Site Availability Framework changes that.
"It provides a shared view of the development pipeline that everyone can work from, using the same information, and assumptions. This will make it easier to plan ahead, identify issues early and work together to keep sites moving to deliver housing."

Deputy Williams added: "We're grateful to the GBTEA for their constructive engagement."
John Bampkin, Lead of the Guernsey Building Trades Employer's Association Government Liaison Subcommittee, said: "This Framework is a really important step forward because it creates a shared, practical picture of the development pipeline for the whole island. We're very pleased to be working with the Committee for Housing and will continue to engage with them as this work is developed further."
