The Guernsey Housing Association has appointed Groupe Legendre as the preferred contractor for the CI Tyres development site as part of a two-stage tender process.

Groupe Legendre is tasked with progressing the project's design phase in partnership with local contractor Breton.

Last month, GHA received planning permission to develop a total of 69 homes, consisting of 60 one-bedroom and 9 two-bedroom units, specifically aimed at addressing the island’s demand for smaller, affordable housing options.

Lisa de Kooker, Chief Operating Officer at GHA, said: “We’re committed to delivering the CI Tyres site to the highest standard to meet the needs of islanders and in a timely manner. Legendre impressed us with the depth of their experience and we’re pleased to be moving forward with them on this stage of the process.”

De Kooker emphasised the importance of collaboration, adding, “This whole process is about working together upfront to get the scheme’s design, costs and logistics pinned down before awarding the construction contract – we benefit from the contractor’s skills and experience early on.”

Groupe Legendre was selected based on several key factors, including their proven experience with similar projects, competitive pricing, effective management processes, and overall quality of work.

Luc Richard, Director of Groupe Legendre’s Jersey office, said: “We are delighted to collaborate with Guernsey Housing Association (GHA) on this scheme, our first on the island, following a competitive tender process. This appointment is a testament to our expertise and proven track record in delivering high-quality, sustainable homes.”

He further noted that “acting as contractor, we are proud to play our role in delivering so many affordable homes for the benefit of the people in Guernsey,” and highlighted the alignment of “community impact with environmental considerations.”

GHA has already initiated enabling works to keep the project on track, with a goal of finalising the development proposal by the end of the year. The contract will be awarded after that, with construction projected to begin in early 2026.

The procurement for the CI Tyres Yard site employs a two-stage Design and Build tender process, also known as a Pre Contract Service Agreement. In the first stage, GHA solicited early cost estimates and timelines from two local contractors and two off-island contractors. In the second stage, Groupe Legendre will refine the design further, moving it to RIBA Stage 3. Following this, they will gather open quotes from subcontractors before GHA makes a final decision on the construction contract.
